3. Chinese Affairs. Under the old constitution the Secretary for Chinese Affairs, by virtue of his ex officio position on both Councils, was the chief link between the Chinese community and the Government and the chief adviser to the Government on all matters which concerned the community. The appointment of such an officer with an adequate staff of Chinese experts must be effected at an early date.
